Ruud is project leader offshore wind energy at the Netherlands Enterprice Agency (RVO) and responsible for site investigations of the Dutch offshore Wind Farm Zones and the tenders to put these zones on the market. Development of renewable energy has been his task since the eighties. He worked as energy consultant, joined RVO's predecessor in 1987 and worked as Manager e-Decentraal (interest group decentralized energy); Secretary National Transition Platform Sustainable Electricity Supply; Coordinator ERA-NET SmartGrids; Coordinator RVO’s on- and offshore wind activities; vice chair EU Platform electricity grids (SmartGrids) and ExCo member IEA Implementing Agreement Renewable Energy Technology Deployment.

Developing offshore wind energy in The Netherlands The Netherlands has introduced a successful tendering system where the government acts as co-developer of the windfarms and tenders each year 700 MW to the market. After world record low bids on the first two tenders the third tender was already without subsidy and the preparations for auctions to pay for the permit / concession in the next tenders are in preparation. The presentation includes an update of the results achieved so far and give an outlook to the upcoming tenders. It also addresses the lessons learned and identified key success factors. By sharing the experiences other markets can benefit from it.
