The Union Cabinet of India, chaired by PM Shri Narendra Modi, has approved the National Green Hydrogen Mission, which aims to make the country a global hub for the production, utilisation, and export of green hydrogen and its derivatives, as well as help it become energy independent while also decarbonising major sectors of its economy.
The government said it anticipates the mission to result in the development of a green hydrogen production capacity of at least 5 million metric tonnes (MMT) per annum with an associated renewable energy capacity addition of about 125 GW in the country.
Further expected results include billions of dollars of investment, the creation of hundreds of thousands of jobs, a cumulative reduction in fossil fuel imports, and abatement of nearly 50 MMT of annual greenhouse gas emissions, all by 2030.
The creation of export opportunities for green hydrogen and its derivatives, decarbonisation of industrial, mobility, and energy sectors, development of indigenous manufacturing capabilities, and development of cutting-edge technologies are predicted as well.
The government added that, under the mission, two distinct financial incentive mechanisms, targeting domestic manufacturing of electrolysers and the production of green hydrogen, will be provided under the Strategic Interventions for Green Hydrogen Transition Programme (SIGHT).
The mission is also expected to support pilot projects in emerging end-use sectors and production pathways, and according to the government, regions capable of supporting large-scale production and/or utilisation of hydrogen will be identified and developed as green hydrogen hubs.
The government noted that an enabling policy framework will be developed to support the establishment of the green hydrogen ecosystem as well as a robust Standards and Regulations framework.
Further, a public-private partnership framework for R&D (Strategic Hydrogen Innovation Partnership – SHIP) will be facilitated and a coordinated skill development programme will be undertaken
The R&D projects are said to be goal-oriented, time-bound, and suitably scaled up to develop globally competitive technologies.
The Ministry of New & Renewable Energy will be responsible for the overall coordination and implementation of the Mission.
