New Commander for Portsmouth Naval Shipyard

Capt. William C. Greene will relieve Capt. L. Bryant Fuller as commander of Portsmouth Naval Shipyard during a change of command ceremony at the shipyard on May 24.

Vice Adm. Kevin M. McCoy, Commander, Naval Sea Systems Command will preside over the ceremony and provide the keynote speech. Rear Adm. Townsend G. Alexander, Commander Navy Region Mid-Atlantic will be the guest speaker, and the shipyard ceremony will honor Reps. Mike Michaud and Carol Shea-Porter with a 19-gun salute.

Greene, a native of Ann Arbor, Mich., reports to Portsmouth from his previous assignment as the military deputy for Logistics, Maintenance and Industrial Operations at Naval Sea Systems Command in Washington, D.C. Green was commissioned through the University of Florida Navy ROTC program in 1988 and has served aboard the nuclear-powered submarines USS Portsmouth (SSN 707), USS Guitarro (SSN 665), USS West Virginia (SSBN 736), and USS Santa Fe (SSN 763). On shore, Greene has served at Puget Sound Naval Shipyard and Intermediate Maintenance Facility, Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility, and at the Naval Sea Systems Command in Washington, D.C.

Since Fuller assumed command Oct. 9, 2009, Portsmouth Naval Shipyard has delivered seven submarines back to the Fleet and completed more than 150 intermediate level maintenance availabilities for the Navy. Highlighting this substantial workload, the Shipyard delivered USS Helena (SSN 725) as the fastest engineered overhaul in history; USS San Francisco (SSN 711) on-time and more than $2 million under budget; USS Memphis (SSN 691) inactivated 30 days ahead of schedule; USS San Juan (SSN 751) delivered eight days early; and the first-of-its-class major maintenance availability on USS Virginia (SSN 774) all delivered with traditional Portsmouth quality. Additionally, a major renovation to Dry Dock #2 was completed, along with the new construction of a Consolidated Emergency Control Center, Waterfront Support Facility addition, Consolidated Global Submarine Component Facility and the Back Channel Marina.

Fuller has been selected for promotion to Rear Admiral and will be assigned as deputy commander for ship design, integration and engineering at Naval Sea Systems Command in Washington, D.C.
