Bill Clinton to appear at Philly shipbuilding ceremony

Former President Bill Clinton will speak Thursday morning at the Kvaerner Philadelphia Shipyard to celebrate the company’s plans to build 10 tankers at the former Navy yard that once went three decades without christening a new ship.
