Canada Selects Third-Party Expert to Support Upcoming NSPS Projects

The Government of Canada today announced the selection of KPMG, from Toronto, Ontario, to provide support as a third-party expert for upcoming National Shipbuilding Procurement Strategy (NSPS) projects.

This contract is part of the Government of Canada’s commitment to apply smart procurement’s guiding principles during the NSPS process.

Our Government created the National Shipbuilding Procurement Strategy to end the boom and bust cycle in Canadian shipbuilding, to deliver much-needed equipment to the Royal Canadian Navy and Canadian Coast Guard, and to support the Canadian economy by building ships right here in Canada,” said the Honourable Rona Ambrose, Minister of Public Works and Government Services and Minister for Status of Women. “Industry analysts have estimated that our shipbuilding strategy will contribute 15,000 jobs from coast to coast to coast and over $2 billion in annual economic benefits over the next 30 years.”

The contract will enable assistance with the NSPS projects, including:

  • support to Canada’s contract negotiations, which may include providing advice and/or opinions regarding industry trends, norms and standard practices;
  • assessment of cost proposals related to project implementation; and
  • provision of advice on procurement and project management activities.

Economic Action Plan 2013 reaffirmed the Government’s commitment to continuing to improve procurement through frequent and early industry engagement, strengthened oversight/governance and the use of third-party expertise. Since its launch in 2010, the NSPS has applied these guiding principles, which have helped set the bar for the Government’s procurement processes.

The Government of Canada is following through on its commitment to build ships in Canada. The NSPS will mean long-term jobs and economic growth for the country, stability for the industry, and vital equipment for our men and women in the Royal Canadian Navy and the Canadian Coast Guard.
