Pakistan: SSGC Aims to Buy 3 Mtpa of LNG

SSGC Aims to Buy 3 Mtpa of LNG

The Government of Pakistan (GOP) aims to secure long-term energy supply for Pakistan to sustain economic growth.

Pakistan requires an adequate supply of competitive energy to be made available to industrial and commercial customers. At present, the gas demand and supply for Pakistan indicates a gap of approximately 2 bcfd.

In order to reduce this demand-supply gap, the GOP is embarking on the import of LNG as an additional strategic source of energy. The LNG Policy issued in 2006 has been revised in 2011 to facilitate and guide potential developers and investors. GOP has nominated Sui Southern Gas Company Limited (SSGC) for the importation of liquefied natural gas (LNG) into Pakistan, under integrated project structure.

SSGC intends to procure 400 MMCFD RLNG {approximately 3 mtpa LNG), under an integrated project structure. The broad scope of services shall comprise supply of re-gasified LNG to SSGC at the specified tie-in point, including LNG procurement, transportation, developing terminal facilities, storage and re-gasification of LNG and operating the terminal with a target to commence imports as early as possible contemplated under a firm off-take Gas Sales Agreement (GSA) of 15 years duly backed by a sovereign guarantee of Government of Pakistan with a likely additional back up through a partial risk guarantee from multilateral development bank (MDB).
