PSA Norway audits Eni’s Goliat FPSO management. Finds room for improvement

From 10 to 12 March 2014, the Petroleum Safety Authority Norway (PSA) carried out an audit of the work of Eni Norge AS (Eni) to ensure compliance with the requirement to establish and implement technical and operational barriers in the development project for Goliat FPSO.

The objective of the audit was to monitor that Eni, in cooperation with South Korea’s Hyundai Heavy Industries and other stakeholders, was complying with the preconditions in the PDO, applicable regulations, standards and Eni’s own requirements. The audit placed particular emphasis on the preparation, implementation and visibility of the Goliat FPSO’s specific barrier strategies, performance requirements and performance-influencing factors from a life-cycle perspective.

No non-conformities were identified as a result of the audit, the PSA said.

Improvement points were identified in connection with: Barrier management; Fire-fighting strategy; The need for and the role of the “Stop Blowdown” function; The cooling water system for the emergency generator unit; Ventilation in the cargo pump room; Fire water supply; Fire resistance and passive fire protection; Fire insulation of the electrical panel room; Safety-critical rooms and sensitive electrical equipment; Ignition source control.
