Ship Owners, Ship Builders Discuss Amendments to MARPOL

 On October 24, 2012 a seminar “Implementing Energy Efficiency Design Index (EEDI), Ship Energy Efficiency Management Plan (SEEMP)” for ship owners, design bureaus and shipyards took place at the Russian Maritime Register of Shipping Head Office. The event was organised jointly by Russian Maritime Register of Shipping (RS), Admiral Makarov State Maritime Academy and American Bureau of Shipping (ABS).

On January 1, 2013 amendments to Annex VI of MARPOL, International Convention shall come into force, regarding technical measures to increase the energy efficiency of vessels and reduce emissions of greenhouse gases. The target of the seminar held in RS was a detailed examination of the new requirements designed to reduce the negative impact of shipping on the environment as well as practical issues of their implementation.

In the course of the seminar, bringing together the representatives of design bureaus, shipyards and ship owners, the following specialists made speech – K. Kontogiani (ABS), A. Kalinin (SCF Unicom), N. Ladin (Adm. Makarov SMA), L. Platonova and V. Kondratiev (RS). The speakers presented a detailed analysis of the methods to calculate the achieved positive energy efficiency design index as well as consider the issues on the development of Ship Energy Efficiency Management Plan (SEEMP) and the provisions of the Federal Law “On energy saving and increasing energy efficiency and amendments to certain Legislative Acts of the Russian Federation» № 261-FL in terms of their harmonisation with the requirements of Ch. 4, Annex IV to IC MARPOL.
