US LNG project sets the stage for FID with EPC deal out of the way

Houston-based Texas LNG Brownsville, part of Glenfarne Group, has signed off on an engineering, procurement, and construction (EPC) agreement under a lump-sum turnkey (LSTK) contract structure with Kiewit, a construction and engineering services provider, for a liquefied natural gas (LNG) export project being developed in the Port of Brownsville, Texas.

The execution of Texas LNG’s EPC agreement under an LSTK contract structure is said to represent one of the final steps required for the project before making a final investment decision (FID). Under the terms of the deal, Kiewit will perform the engineering, procurement of equipment, module fabrication, construction, and commissioning for the entire Texas LNG project and deliver a fully completed and operational facility to Glenfarne.

Brendan Duval, Glenfarne chief executive officer and founder, commented: “Over the last 14 months, the Texas LNG project team has been embedded with Kiewit to complete the pre-FID engineering required for the project to begin execution. This process confirmed that Kiewit’s capabilities as well as their best-in-class execution and implementation expertise on the U.S. Gulf Coast, align with Glenfarne’s vision for Texas LNG.

“Together with Kiewit, we will construct a world-class LNG facility that will make the Rio Grande Valley region proud and provide high-paying, quality jobs, and technical training for the area for decades to come.”

Texas LNG is a 4 million tonnes per annum (mtpa) LNG export facility in South Texas. The construction began in 2024, with commercial operations starting in 2028. The developer describes the project as being ‘green by design’ and will be powered by renewable energy, driving the facility’s electric motors. This is perceived to make it one of the lowest-emitting liquefaction facilities globally.
