Fresh LNG gig in Africa lands on Spanish player’s worksheet

Spain’s Reganosa has lined up a new job at a future liquefied natural gas (LNG) import terminal in Senegal, Africa. As a result, the firm will supervise the construction of this LNG facility in Dakar.

Reganosa’s contract in Senegal puts the firm in the role of project management consultant (PMC) for the LNG import terminal in Dakar, promoted by ELTON Logistics and Services, the project developer and a Senegalese company. The Spanish player will lead the management and administration of the project, which aims to bolster the country’s energy security and the diversification of its energy matrix. The deal is perceived to strengthen Reganosa’s presence in Africa and consolidate its business line in comprehensive project management.

The LNG terminal, to be developed in the port of Dakar, was initially conceived as a comprehensive infrastructure with a floating storage unit with a capacity of 137,000 cubic meters of LNG, a quay with mooring systems, onshore regasification facilities, ten bays for loading trucks, and two 15-kilometer submarine gas pipelines to supply gas to several power stations.

This project has been structured in two phases, with the first, called the early gas solution, envisioned to allow the start of gas supply to be brought forward by means of a modular regasification solution installed directly on the quay. The second phase will enable expansion of the onshore infrastructure, including new truck loading facilities and other elements that are not critical for the initial start-up.

Reganosa will coordinate the interfaces between various contractors, supervise the progress of the work, and support the client in the technical management of the project during the engineering, construction, and commissioning phases, as well as in the preparation of operating procedures and the integration of the terminal’s future operation and maintenance.

The Spanish firm has been working with ELTON Logistics and Services since December 2023 as a technical advisor during the technical definition phase of the project, providing support in negotiations for engineering, procurement, and construction contracts with the main international contractors.

With the signing of the contract as PMC, Reganosa will now take on the supervision of the detailed engineering and construction of the terminal, ensuring compliance with the agreed technical requirements, quality standards, deadlines, and costs.

“This new award consolidates Reganosa’s position as a leading partner in the development of energy infrastructure on an international scale and reinforces its ability to manage complex projects in multicultural environments,” emphasized the Spanish player.

Senegal is actively working on augmenting its oil and gas output, as demonstrated by the start-up of production from a floating power plant, known as a powership, off the coast of Dakar. The LNG-to-power project was undertaken by Türkiye’s Karpowership in collaboration with the Société nationale d’électricité du Sénégal (Senelec).
