Maritime Emergency Response Body for Dutch Caribbean Taking Shape

The Department of Waterways and Public Works of the Dutch Ministry of Infrastructure and the Environment (Rijkswaterstaat) is working together with the Dutch Caribbean to set up a maritime emergency response organization for the islands of Bonaire, Saba and St. Eustatius.

The major part of the crisis organization has already been set up. The final part is contracting shipping capacity, principally for the benefit of its oil spill response duties. Market parties are also invited to contribute their thoughts on the manner of contracting.

In view of that, Rijkswaterstaat is opening a market consultation and inviting parties to contribute their thoughts to fulfilling the required shipping capacity and its oil spill response duties.

“Rijkswaterstaat would like to explore the possibilities in the market and how it should set up tendering for the best possible result,” the Department said.

This public market consultation is aimed at the following target groups:

• Ship-owners with suitable vessels for shipping/sailing capacity;
• Brokers with access to suitable vessels;
• Ship-owners with suitable vessels for storage capacity;
• Oil containment companies with experience in all types of spills in all maritime zones;
• Consulting firms dealing with oil containment;
• Salvage companies;
• Regional authorities with oil containment duties;
• Private parties with oil containment duties by virtue of permits.

Closing date is 1st September 2014.
