Mexico’s Under Secretary of Hydrocarbons to open Offshore Energy 2014

Dr. María de Lourdes Melgar Palacios, Under Secretary of Hydrocarbons of Mexico, will deliver a key note speech as part of the official opening of Offshore Energy Exhibition & Conference (OEEC) 2014 on 28 October 2014 at Amsterdam RAI.

At the opening ceremony Dr. Melgar will be joined by Pieter van Oord, CEO of Van Oord and Chairman of the Association of Dutch Suppliers in the Oil & Gas Industry IRO.

Dr. Melgar is both a seasoned politician and an acclaimed academic. She was appointed Under Secretary of Hydrocarbons of Mexico on February 5, 2014. She served as Under Secretary of Electricity from December 12, 2012 to February 5, 2014. From 1993 to 2007, she held various positions in Mexico’s Foreign Service. From 1998 to 2002, she was Assistant Secretary of International Affairs at the Secretariat of Energy.

In the academic realm, Dr. Melgar has been a visiting scholar at the Center for International Energy and Environmental Policy of the University of Texas at Austin. She has authored articles on energy security, on cross-border hydrocarbon resources and on the transition to a low-carbon economy. She is a National Researcher of the Mexican Council for Science and Technology.
