Mintrans of Russia Approves New List of Port Dues

By the new Mintrans of Russia order in accordance with the article 19 of the Federal Law dated 8.11.2007 №261-ФЗ the new list of port dues in the sea ports of Russian Federation was approved.

This order determines subjects wich are entitled to charge port dues. In particular, only FSUE “Rosmorport” is entitled to charge canel, navigation, lighthouse and icebreaking dues in sea ports of Russian Federation. Pilotage and ecological dues may be charged by the FSUE “Rosmorport” and entities which provide pilotage services and ecological security.

The new list of the sea ports, in which port dues are charged, is brought into accord with the sea ports of Russian Federation Registry. Changes affected following sea ports and dues:

– pilotage dues in sea ports of Moskalvo, Nevelsk, Okhotsk and Taman;

– icebreaking dues in the sea port of Kandalaksha;

– ecological dues in sea ports of Petropavlovsk-Kamchatskiy and Ust-Luga;

– lighthouse dues in sea ports of Astrakhan, Beringovskiy, Mys Lazareva, Nevelsk, Olya, Okhotsk and Taman.

In addition, in the framework if the approved Strategy of the port infrastructure of Russian Federation development till 2030, to provide navigation safety in sea ports’ water areas and at hydrotechnical structures, the Mintrans of Russia order stipulates for navigation dues establishment in 11 sea ports of Russian Federation: Anapa, Beringovskiy, Gelendzhik, Eysk, Kandalaksha, Mezen, Moskalvo, Nariyan-Mar, Nevelsk, Taman and Okhotsk.

Thus, in accordance with the Mintrans of Russia order the FSUE “Rosmorport” will charge port dues in 55 sea ports of Russian Federation including the sea port of Makhachkala, in which earlier the FSUE “Makhachkala Commercial Sea Port” operated port dues.
