Pavilion Energy lines up partners for MPA’s LNG bunkering program

Singapore-based Pavilion Energy, a Temasek company teamed up with a number of partners to jointly participate in the Maritime and Port Authority’s LNG pilot program. 

Speaking at an LNG Producer-Consumer conference held in Tokyo last week, Seah Moon Ming, Pavilion Energy CEO said the company signed memorandums of understanding with Harley Marine, Mitsui O.S.K. Lines and Mitsui & Co.

He noted that the company will supply LNG bunkers to two dual-fuelled conventional bunker tankers that Harley Marine is going to build with S$4 million (Approx: US$2.8 million) funding assistance from MPA.

MPA awarded LNG bunkering licenses in January to Pavilion Gas and a joint bid between Keppel Offshore and Marine and BG Group (which has since been acquired by Shell), according to the port authority’s website.

Pavilion and Shell have also been named as Singapore’s LNG importers by the Energy Market Authority (EMA) with each company having the exclusivity to market up to 1 Mtpa of LNG or for 3 years, whichever is earlier. The next tranche of imports is expected to start in 2017.

MPA’s LNG bunkering pilot program is also set to begin in 2017 as a platform to test operational procedures and safety protocols for LNG bunkering.

The aim is to prepare the port of Singapore to be ready to service a range of vessel types and sizes when LNG becomes widely adopted as part of the marine fuel mix.
