PHMSA Grants Design Spill Criteria for Sabine Pass Stage 3 Expansion

The U.S. Pipeline and Hazardous Materials Administration (PHMSA) has filed a letter with FERC saying that it has no objection to the methodology used by Sabine Pass for determining single accidental leakage sources for candidate design spills to establish the siting for its proposed Stage 3 expansion at the Sabine Pass LNG export terminal in Cameron Parish, Louisiana.

Sabine Pass proposes to expand the existing Sabine Pass LNG terminal with the addition of liquefaction trains 5 and 6 (Stage 3).

PHMSA has reviewed the methodologies used by Sabine Pass in identifying credible leakage scenarios and establishing the siting for the LNG terminal to confirm compliance with 49 CFR Part 193, PHMSA said in the letter.
