PSA audits Statoil’s Hammerfest LNG plant

Norwegian Petroleum Safety Authority carried out a major accident and electrical facilities audit from June 26 to 29 at Statoil’s Hammerfest LNG onshore facility. 

The audit was conducted through meetings, interviews, document reviews, verifications and functional testing at the facility, with an objective to verify that regulatory provisions were being met, PSA said.

Particular attention was given to the way Statoil is working to ensure that electrical facilities meet, at all times, the requirements of the petroleum regulations. Maintenance management, especially of safety-critical equipment, was also an important focus area.

PSA added the “main impression of Statoil’s work on major accidents and electrical facilities was a positive one,” however, the authority registered regulatory non-conformities and improvement points.

“The audit identified non-conformities relating to door monitoring of electrical substations, emergency lighting, the maintenance system and non-conformity handling,” PSA said adding that further improvement points were identified relating to procedures within work on and operation of electrical facilities.

Safety authority added it has asked Statoil to report on how it will handle the non-conformities by August 31.
