PSA Norway Announces Results of Audit of COSLPioneer Facility

During the period 17–18 March 2011, the Petroleum Safety Authority Norway (PSA) conducted an audit of the COSLPioneer facility targeting the marine technology area.

The audit was carried out with assistance from the Norwegian Maritime Directorate (Sdir) and is part of the PSA’s processing of COSL Drilling Europe A/S’ (CDE’s)application for an Acknowledgement of Compliance (AoC) for COSLPioneer.

Objective

The objective of the audit was to verify that the quality of performed compliance measurements of technical and management factors is satisfactory. Another objective was to verify and follow up that the facility has been built according to applicable requirements in the petroleum regulations.

Result

The audit identified regulatory nonconformities related to deficient training and familiarisation in connection with the use of ballasting, as well as use and familiarity with water-tight means of closure. Furthermore, PSA identified technical nonconformities in relation to the regulations within the areas of stability, weather and water-tight integrity, ballasting and mooring.
