EPA, GE negotiations may delay dredging

Plans to start dredging the Hudson River by 2006 face delay as General Electric and the federal Environmental Protection Agency continue to negotiate terms of the project. Both EPA and GE spokesmen said last week that they still expect to start the PCB cleanup as scheduled. But Rich Schiafo, environmental project manager for Scenic Hudson, said the design process is already behind enough that he doubts that will happen.
