Amid higher ship costs, top admiral chides Northrop Grumman

Conceding that the Navy chronically fails to build ships on budget, the nation’s top admiral said Tuesday that he has chided executives of Northrop Grumman Corp. about their performance in building the Navy’s newest overbudget ship, the amphibious transport dock San Antonio.
