Navy may get shipbuilding boost from Congress

House Democrats appear increasingly likely to endorse a major boost to the Navy’s 2008 shipbuilding budget, even as they and their Senate counterparts also advance legislation to cut off funding for the war in Iraq and bring American troops home.
