Kinder Morgan Selects ABS Group for Work on Elba LNG Project

Business & Finance

Houston-based energy company Kinder Morgan contracted ABSG Consulting Inc., a subsidiary of ABS Group of Companies, Inc. (ABS Group), to develop a Maintenance and Integrity Program for the liquefied natural gas (LNG) regasification terminal at Elba Island near Savannah, Georgia.

Under the terms of the deal, ABS Group will develop the maintenance and integrity programs for the base plant, balance of plant and the terminal upgrade.

The full scope of ABS Group’s services cover program development and execution, including project management, strategy development and business processes, asset register, mechanical integrity (MI), preventative maintenance development, spare parts and bill of materials, as well as data asset management services.

At the beginning of June, the Federal Energy Regulatory Commission (FERC) granted authorization to Elba Liquefaction Company (ELC) and Southern LNG Company (SLNG), both subsidiaries of Kinder Morgan, for the Elba Liquefaction Project.

The USD 2 billion project will be constructed and operated at the existing Elba Island LNG Terminal.

The first of 10 liquefaction units are expected to be placed in service in the second quarter of 2018, with the remaining nine units coming online before the end of 2018.

The liquefaction project is expected to have a total capacity of approximately 2.5 million tonnes per year of LNG for export, equivalent to approximately 350,000 Mcf per day of natural gas.

In 2012, the Elba Liquefaction Project was cleared by the Department of Energy to export to Free Trade Agreement (FTA) countries. An application to export to non-FTA countries is pending, but is not required for the project to move ahead.
