Mutual Recognition of Type Approval Certificates in EU

“Mutual Recognition” of the Regulation on common rules and standards for ship inspection and survey organisations entered into force for the first group of products 1 January 2013.

In 2009 the European Parliament and the Council amended the former Directive 94/57 and adopted the Regulation on common rules and standards for ship inspection and survey organizations ((EC) No 391/2009), which includes in Article 10 requirements for regular consultation between Recognized Organizations enjoying Community recognition (“EU ROs”) “with a view to maintaining equivalence and aiming for harmonization of their rules and procedures and the implementation thereof”.

Effective from 1 January 2013, GL offers Type Approval certificates based on this framework comprised of Technical and Procedural requirements and agreed by the twelve EU ROs for the first 11 products, referred to as TR1.

These products are:

• Circuit Breakers

• Contactors

• Display Monitors, Video Screens, Terminals

• Electric Motors <20 KW

• Fuses

• LV-Enclosures & Boxes

• LV Transformers

• Mechanical Joints

• Resin Chocks

• Sensors

• Switches

The Recognized Organisations issued an intermediate status report on the progress made in the implementation of Article 10. The report contains basic information about the Technical and Procedural Requirements for the eleven TR1 products, the wording of the EU Regulation, and further background information.
