Norway: PSA Inspects Emergency Preparedness for Knarr FPSO

The Petroleum Safety Authority Norway (PSA) conducted an audit of Teekay Petroljarl’s (TKPJ) planning and establishment of emergency preparedness for Knarr FPSO on 29 May 2012.

As part of the development of the Knarr field outside western Norway, BG Norge has awarded TKPJ a contract for construction and operation of a floating production facility (FPSO).

TKPJ will own and operate the facility. This entails that the company must apply to the PSA for an Acknowledgement of Compliance (AoC) for this facility, as it will be registered in a national ship’s register.

The audit is related to the future application for AoC, and is directed entirely towards TKPJ.

The objective of the audit was to ensure that TKPJ, in the construction of the FPSO, complies with the regulatory requirements in terms of planning and establishment of emergency preparedness. The company’s own governing documents and studies/analyses were used a basis for the verifications.

“No observations were made at this early project stage which could be characterised as nonconformities,” said PSA in a statement.

The FPSO unit, which will have a maximum production capacity of 63,000 barrels per day (bbls/d), is scheduled to be delivered during the first quarter of 2014. Following the delivery, the FPSO will start operations under its charter contract with BG for a firm period of either six or ten years plus extension options for a total period of up to 20 years. The FPSO will be moored at the Knarr field (previously known as Jordbaer), located in the northern part of the North Sea, about 120 kilometres west of Florø.
