Polskie LNG readying terminal expansion tender procedure

Polish LNG terminal operator, Polskie LNG, is setting the wheels in motion for the expansion of the President Lech Kaczyński facility in Świnoujście.

The operator has published an official market communication about the forthcoming contract award procedure and the selection of a contractor for the expansion of the LNG terminal.

The procedure provides for the ‘design and build’ formula, in which the contractor for the construction of the third tank, additional process systems increasing the regasification capacity and the railway siding will be selected.

Currently, the two major services offered by the LNG terminal include regasification and transshipment onto tank trucks.

After the expansion, the terminal’s regasification capacity will be increased and the range of transshipment services will be extended, Polskie LNG said.

“By publishing the periodic indicative notice in accordance with the provisions of the Public Procurement Law, the company has provided the prospective bidders with an opportunity to consider the proposed conditions of the tendering procedure,” Polskie LNG’s head Paweł Jakubowski said.

The contractor selection procedure is planned for December 2018.

The scope of the planned expansion of the LNG Terminal in Świnoujście includes three turn-key projects.

SCV project consisting of the expansion of the existing liquefied natural gas regasification system with additional two complete SCV (submerged combustion vaporizers) heat exchangers with the maximum capacity of approx. 328,000 Nm3/h together with accompanying installations, enabling the increase of nominal regasification capacity of the LNG terminal from 5 bcma to 7.5 bcma.

Tank project under which a new full containment storage tank of 180,000-cbm capacity will be built along with process equipment and installations necessary for the operation of the new tank and its integration with two existing storage tanks system.

Railway project which entails the construction of a new railway siding (3-track with railroad switches and approach track) together with complete facilities for LNG-to-rail and ISO-containers transshipment service comprising 12 LNG filling stations.

The fourth project implemented under the Świnoujście LNG terminal expansion program is the construction of a new jetty. However, this task will be implemented under a separate tender procedure, Polskie LNG said.
