Prosafe’s Regalia fails to meet PSA requirements

The Petroleum Safety Authority Norway has issued a notification of order to Prosafe AS following an audit of at-risk groups on Regalia.

Regalia is a Dynamically Positioned (NMD3) semi-submersible accommodation vessel with beds for 306 persons (282:NCS) capable of operating worldwide in harsh conditions.

From 25 May to 28 May 2014, the Petroleum Safety Authority Norway (PSA) carried out an audit of Prosafe’s systems and practices for identifying and monitoring potentially at-risk groups. The audit also concerned arrangements for employee participation and the safety service.

The objective of the audit was to assess whether Prosafe’s systems and practices within OHAS, as well as employee participation and the safety service, complied with regulatory requirements.

The audit revealed that Prosafe AS’s systems and practices for identifying and monitoring potentially at-risk groups did not meet regulatory requirements.

Non-conformities were identified in connection with: Knowledge of the regulations; Mapping and risk assessment; Measures based on risk levels; Competence, communication and clarification of responsibilities; Employee participation and working environment committees.

Based on the findings made during the audit, the PSA has now given Prosafe AS notice of the following order:

Pursuant to the Framework Regulations, section 69 concerning administrative decisions, with reference to the Management Regulations, section 6 concerning the management of health, safety and the environment, section 8 concerning internal requirements, section 21 concerning follow-up, the Activities Regulations, section 4 concerning a coordinating working environment committee and the Working Environment Act, section 6-1 concerning the election of safety representatives, Prosafe AS is ordered to:

– Conduct the missing mapping and risk assessments of occupational health and safety on Regalia, with reference to item 5.1.2 of the report.
– Prepare a binding, time-delimited schedule for implementing risk-reducing measures, with reference to item 5.1.3 of the report.
– Ensure the necessary clarification of responsibilities and competence among personnel with OHAS-related duties, with reference to item 5.1.4 of the report.
– Establish a joint on-site working environment committee and ensure that a senior safety delegate is elected, with reference to item 5.1.5 of the report.

The deadline for complying with the order is set at 30.9.2014. The Petroleum Safety Authority Norway is to be notified when the order has been carried out.
