PSA inquires about Goliat FPSO emergency preparedness

The Petroleum Safety Authority (PSA) Norway has carried out an audit of the management of emergency preparedness conditions on the Goliat FPSO.

Eni Norge AS is the operator of the Goliat field, located on the Tromsøflaket bank in the Barents Sea around 85 kilometres north-west of Hammerfest. The field will be developed using a floating production, storage and offloading (FPSO) vessel of the Sevan 1000 type, with eight subsea well templates.

According to the PSA, the Goliat platform is approaching commissioning at the shipyard. Production on the field is scheduled to start in mid-2015.

Between 10 and 12 November 2014, the PSA carried out an audit of the operator’s management of emergency preparedness conditions on the platform. The main part of the audit took place at the Hyundai Heavy Industries shipyard at Ulsan in South Korea. The unit was first scheduled to leave South Korea yard in June 2014, and complete commissioning in Norway in Q4 2014, however the departure was delayed and re-scheduled for 2015.

The audit was a continuation of earlier follow-up activities concerning the Goliat project, including aspects of winterisation of the platform. The audit also included verification of the company’s processes for compliance measurement and project management in the emergency preparedness domain. The PSA says it also wanted to acquire a picture of the operational status of the platform with regard to the scheduled start-up date.

No non-conformities were detected during this audit. However, Offshore Energy Today recently reported that a worker died during Goliat construction at a HHI yard after a heavy load fell on him from a height of five meters.

The PSA reports that improvement points were identified in connection with: Rescue and evacuation of injured persons; Rescue of personnel from lockable cabins; Storage of survival suits in cabins; Use of the MOB boat; Performance requirements of medical treatment.
