Statoil’s MDR monitoring on Heimdal needs improvement

From 24 March to 18 June 2014, the Petroleum Safety Authority Norway (PSA) carried out an audit of Statoil’s monitoring of major-accident and OHAS risk associated with a modular drilling rig (MDR) in temporary use for well plugging at the Heimdal facility.

The objective of the activity was to audit how Statoil was monitoring and ensuring that the solutions for the MDR deployed on the Heimdal facility were safeguarding the regulatory requirements.

HeimdalNon-conformities were identified in connection with: Analyses as decision support; Evacuation routes.

In addition, improvement points were identified in connection with: Documentation of operational restrictions; Exposure of third-party personnel on the MDR.
