ConocoPhillips: Helicopter ops at Ekofisk 2/4 L under spotlight

Between 14 and 16 October 2014, the Petroleum Safety Authority (PSA) Norway carried out an audit of ConocoPhillips Skandinavia AS (COPSAS) and its management of emergency preparedness and helicopter operations at Ekofisk 2/4 L, in the Norwegian sector of the North Sea. 

Ekofisk 2/4 L is an accommodation and field center platform in the Ekofisk Complex.

The audit was performed with assistance from the Civil Aviation Authority Norway (CAA Norway).

Objective

The PSA says that the objective of this audit was to review and evaluate the company’s management of emergency preparedness and helicopter operation at Ekofisk 2/4 L.

The PSA said, “We requested a presentation of the processes that COPSAS has established to ensure that prerequisites, limitations and recommendations in the emergency preparedness analysis are provided for, and that they are communicated out to the emergency preparedness organisation.”

The purpose of the audit was also to prevent air incidents which may be attributable to the helicopter deck or its operation, the PSA adds.

Result
No non-conformities were detected during the audit in respect of emergency preparedness management, but PSA says that certain issues were identified where there was potential for improvement.

The CAA Norway made observations relating to helicopter operations and the helideck.
