Norway: PSA Conducts Audit of Premier Oil

 

On 21 June 2011, the Petroleum Safety Authority Norway (PSA) conducted an audit of Premier Oil Norge AS (Premier).

Background

The background for this audit is the fact that this is the company’s first operated exploration well on the Norwegian shelf.

The PSA prioritises follow-up of new players that initiate drilling operations on the Norwegian shelf.

The purpose of the audit activity was to evaluate management of health, safety and environment in relation to organisational, technical and operational capacity and competence.

Objective

The objective was to conduct an audit of the company’s compliance with HSE management requirements in connection with start-up of the drilling operation using the Bredford Dolphin drilling facility.

Results

Based on documentation and presentations, Premier demonstrated that the company has carried out extensive preparations for the upcoming drilling operation with the Bredford Dolphin.

It emerged in the meeting that the company has updated its management system and further developed its organisation in terms of capacity and competence, as compared with the situation during the audit in 2010.

Three improvement items were identified in connection with:

  • Non-conformance procedures
  • Audit plan
  • Interaction and follow-up of working environment
