PSA Norway Inspects Risk Management on Maersk Inspirer

In the period 12-16 March 2012, the Petroleum Safety Norway (PSA) conducted an audit of the management’s risk management and handling of barriers in relation to emergency preparedness and process integrity in Maersk Drilling Norge AS and on the mobile drilling facility Mærsk Inspirer.

Background and object

The audit was conducted based on the PSA’s main priority of risk management and handling of barriers, and the objective was to assess the company’s understanding, knowledge and competence related to management and follow-up of hazardous conditions, barriers, as well as the overall understanding among the management and employees.

Furthermore, the audit also included the management’s emergency preparedness management on Mærsk Inspirer, including the company’s emergency preparedness philosophy, how this is incorporated into analysis, governing documentation and procedures, management and follow-up of barriers in relation to emergency preparedness.

Result

The audit identified eleven nonconformities and four improvement items relating to deficiencies in activities and processes which are necessary to meet the regulatory requirements relating to risk management, unclear responsibilities relating to risk management, deficiencies in the barrier strategy, performance standards for Mærsk Inspirer which do not reflect the requirements related to barriers that the Volve module introduces, deficiencies in physical barriers, emergency preparedness and maintenance.

The deadline for feedback from the company regarding how these nonconformities are to be handled is 1 August 2012.
