Contractor Sought for Housatonic River Cleanup Project

The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement to determine interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Economically Disadvantaged Women-Owned Small Business and Small Business concerns.

Contract scope will include oversight of GE-lead remedial and removal actions at the Site including the Rest-of-River Reach (river sediment, banks and floodplain soil downstream of the confluence of the East and West Branches of the Housatonic River), the Upper 1/2 Mile Reach, the 1-1/2 Mile Reach, floodplains associated with the upper 2 mile reaches, the GE Plant site, Silver Lake, Former Oxbow Areas, Allendale School, groundwater, and other areas impacted by GE’s operations.

Technical services include, but are not limited to, site characterization, removal investigations, feasibility studies, review of designs, oversight of removal/remediation actions, (including sediment remediation activities such as dredging, excavation, and stream restoration) litigation support, oversight of other GE activities, including post removal site control actions, groundwater investigation, monitoring, assessment and response actions, and any other actions necessary to provide oversight of removal/remediation activities at this site.

The estimated total cost of the project is $25 Million. Work will begin in May 2014 and will extend over a 5 year period and is for technical oversight of response actions performed by General Electric (GE) and their contractors at the GE-Pittsfield/Housatonic River Site, Massachusetts (Site).
