Douglas Channel LNG granted export licence

Canadian National Energy Board recently issued a licence to Douglas Channel LNG project for the export of liquefied natural gas for a period of 25 years, subject to the approval of the Governor in Council.

The project, led by a consortium comprising a joint venture by the Canadian AltaGas and Japan’s Idemitsu, EDF Trading of France and Exmar of Belgium, is licenced to export up to 10.3 billion cubic metres of natural gas per year, according to the filing.

The facility will be located at District Lot 99, approximately eight kilometers of Kitimat, British Columbia.

The Douglas Channel LNG project will be a barge-based LNG facility with natural gas sourced from Western Canada and transported to the project site for liquefaction via Pacific Northern Gas’ existing pipeline system under a 20-year transportation contract approved by the British Columbia Utilities Commission.

The project will have an initial nameplate capacity of 0.55 million tonnes per annum, with Exmar responsible for the development and operation of the floating liquefaction facility. LNG exports from the facility are set to begin in 2018.
