PSA inspects ConocoPhillips’ Eldfisk S project

From 11 to 13 February 2014, the Petroleum Safety Authority Norway carried out an audit of ConocoPhillips and the development project for Eldfisk 2/7 S in the Norwegian North Sea.

PSA inspects ConocoPhillips' Eldfisk S projectThe objective of the activity was to audit ConocoPhillips’s own management system for ensuring compliance with the regulatory requirements for risk and barrier management from a life-cycle perspective.

It was of particular importance for the audit to clarify how the company has assessed the relationship between risk and hazard assessments, the need for barriers and the barriers’ role specifically on the 2/7 S facility.

Non-conformities were identified in connection with:

– The fire water system;

– Fire design loads.

In addition, improvement points were identified in connection with:

– Fire design loads;

– Instructions for operating emergency shutdown valves;

– Ignition source control and ATEX;

– Barrier management;

– Control room manning;

– Learning from incidents.
