PSA Spots Deficiencies in Johan Sverdrup Export Pipelines Project

The Petroleum Safety Authority Norway (PSA) has carried out an audit of detail engineering of the Johan Sverdrup export pipelines.

Johan Sverdrup export facilities consist of 274km long 36-inch oil pipeline to the Mongstad oil terminal and 165km long 18-inch gas pipeline to Kårstø gas terminal for processing and onward transportation.

The objective of the audit was to monitor that the project has been planned and carried out in compliance with applicable regulations and recognised norms, and that requirements in the HSE regulations are provided for.

Acording to PSA, no non-conformities were identified, however, improvement points were identified relating to governing documents, verifications, systems for pressure-protection of oil pipes and analyses.

Statoil has been given a deadline of July 8, 2016 to report on how the improvement points will be dealt with.

To remind, in December last year, the export pipeline project was awarded to Mitsui & Co. Norway, Wasco Coatings Malaysia and Saipem.

The total contract value is estimated at slightly less than NOK 2.5 billion.
