Paris MoU Detains Bulker in Romanian Port

The Paris MoU organization detained a bulk carrier in the Port of Constanta, Romania, on February 21, 2017. 

M/V Hekmeh flies the flag of Belize which is black on the current Paris MoU White, Grey and Black (WGB) List.

The 13,800 dwt bulker is the third ship to be detained in the Paris MoU region in the last 36 months.

Following its arrest, the 1992-built Hekmeh will be refused further access to any port and anchorage in the Paris MoU region, except a port and anchorage of the ship’s flag state.

The refusal of access will be applied immediately after the ship is authorized to leave this port and anchorage, the organization said.

As this is the first refusal of access order for the vessel, the period of the refusal of access will be three months, according to the Paris MoU.

The Paris MoU is comprised of 27 participating maritime administrations and covers the waters of the European coastal states and the North Atlantic basin from North America to Europe.
